MBIPC Champions Bipartisan House Bills Offering Narrow Solutions to End Crisis in Care

BRIGHTON, Mich.—(May 14, 2026)—The Michigan Brain Injury Provider Council (MBIPC) today championed the bipartisan introduction of two bills in the state House of Representatives offering narrowly tailored solutions to end the crisis in care impacting car crash survivors across the state.

HB 5980 and HB 5981 were introduced by State Rep. Mark Tisdel and State Rep. Julie Rogers.

“MBIPC thanks Representatives Tisdel and Rogers for their leadership and willingness to work together on behalf of car crash survivors, their families, caregivers, and medical professionals to ensure access to quality care for people sustaining life-altering catastrophic injuries,” said Tom Judd, MBIPC Executive Director. “Over the last several years, the courts have provided clarity and justice for injured individuals and care providers; however, there are certain aspects of the law that can only be resolved by legislative action. Today, we have that action – a narrow fix ensuring access to expert community-based residential services, a fair market for small businesses, and the ability for family members to provide care to their critically injured loved ones.”

Judd noted that the bills do not turn back the clock on auto insurance reform and instead they make reasonable amendments to strengthen reform efforts by ensuring people have access to expert quality rehabilitation and long-term care.

“We are encouraged that Senate leadership has been engaged with the House, continuing their commitment to end the crisis in care with reasonable solutions,” Judd said. “We urge leadership in both chambers to pass these bills with urgency and for Governor Whitmer to sign them into law.”
